When I add another dataset to the analysis and create a new sheet/tab, it does not allow me to use the new dataset in that tab. If you choose the dataset and click on a column, it creates a new visual. If you click on the new tab, it switches back to the original dataset.

QuickSight allows you to build visuals from multiple different datasets within an analysis. These visuals based of different under lying datasets can span multiple sheets.However for a specific visual on analysis you can select fields from one dataset only.
At left top you will be able to see drop down with multiple datasets. Anytime you want to build a visual based on a specific dataset select that appropriate dataset and available fields in field list will change. Add available field from filed list into visual field well.
