Show all values in a table by default without URL filters

I have a table that is the target for multiple URL filters. The table is now not showing any values by default and shows values only if an URL filter is applied. How do I set it up in a way that it shows all values by default and then filters to specific values as the URL filters are applied?

Are you using a parameter or an action filter?

If you set up a parameter then you can set up no default value and filter to that.
