I have a dashboard permission set to Enable “everyone in this account” to see the dashboard. When I go to setup an email report, there are no users available, is this a bug?

This is expected behavior. You have 3 options:
- select the check box for “Send email report to all users with access to dashboard” which will send email to all users that have been given explicit access to the dashboard [note sharing the folder does not count as giving access to the dashboard for email purposes]
- create a QuickSight Group and add the users to this group to be added to the Schedule
- add specific subset of users that should receive the email by searching for them

@Rahul_Easwar - how do you suggest sharing to users in other namespaces other than sharing the folder? Is it just a matter of sharing the dashboard individually to users in a given namespace so that they can receive the report via “send to all users with access”
@Rahul_Easwar - that also goes against what this doc suggests.
They receive access either through someone explicitly sharing it with them, through groups, or through shared folders.
